UPDATE ON CUSTOMS MODERNISATION
We would like to update you on developments regarding the implementation of Customs Modernisation at Beitbridge.
On the weekend of 2 June 2012, the Beitbridge Customs office will implement various changes that are currently being introduced to SACU border posts this year:
· Traders/agents at the Beitbridge border post who previously used the 70707070 customs code will as of 2 June 2012 no longer be able to do so. The code is being abolished nationally in a phased approach.
· Also from the weekend of 2 June, all foreign importers/exporters and removers of bonded cargo by road who use the Beitbridge border post are required to register or license directly with SARS as a ‘foreign principal’. At the same time, they must nominate a ‘registered agent’ based in SA to conduct business on their behalf and accept full accountability for all transactions. A registration specialist from Alberton will be on hand from 30 May to help with registrations during the implementation period.
· The process for clearing cargo at port will change. There will no longer be any red or green stamps, indicating the arrival or departure of trucks. Now trucks will not be allowed to enter the border post until processing is completed – including any payment due – and a “Proceed to Port” notification is received by the declarant.
· SARS’s Automated Cargo Management (ACM) system for road will also go live at Beitbridge at the same time. This means that all road hauliers who import / export cargo at Beitbridge can now submit manifests electronically via the ACM system.
